James Brown's paper on Fishing Capacity Management in the EU Post 2002 CFP Reform now available

In a recently released paper James Brown of IEEP analyses the workings of the new EU fleet management system and the European Fisheries Fund, and how they relate to each other. The paper examines the successes and shortfalls of the EU's strategies against the international Plan of Action for the management of fishing capacity.
