摘要	The purpose of this paper is to propose a framework for evaluating alternative programs for dealing with weather-related risks. The framework emphasizes the impacts of limited information or misinformation on behavior. When the decision processes of the different actors are explicitly considered as a part of the problem, then alternatives which involve some form of government regulation may turn out to be more attractive than would otherwise have been the case.
