| 摘要 | Appropriateness of technology can only be assessed in the context of the entire process of social and economic development. Means of assessment include technology assessment where one examines the broad influences of a technology, and socio-economic opportunity analysis where one begins from social needs and looks for technological solutions. Integration and balance of different levels of technology is as critical as selection of individual technologies. The inductive reasoning component in technological policy analysis is sufficiently great that formal models will only be useful for tactical decisions: an example of a tactical model is presented. |
