| 摘要 | Abstract Citing a housing affordability crisis, some have called for a federal entitlement to housing assistance by expanding the housing voucher program. I argue that this would be an inefficient way to help low-income Americans. Aside from their administrative costs, vouchers distort housing decisions and fail to serve as a platform for increasing opportunity. I argue for a more efficient housing safety net based on three objectives: preventing housing loss whenever possible, quickly rehousing people when literal homelessness occurs, and providing supportive housing for the most vulnerable. Additional resources freed up by generally phasing out other major low-income housing programs should be transferred as cash to low-income households, diverted to other programs that more effectively build human capital, or used in some combination of these two approaches.
