In February 2019, Secretary of Education Betsy DeVos proposed the Education Freedom Scholarships (EFS), which would provide $5 billion in dollar-for-dollar federal tax credits to individuals and businesses that contribute to state-approved scholarship-granting organizations. Unlike previous efforts to promote school choice, this proposal wouldn’t create any new federal programs or limit the choices families can make.
