Energy demand in the transportation sector of Korea experienced a period of consumption surge which amounted to the average annual consumption increase ratio of 13.5% for the period of 1986#approx#1995. Since the demand increase ratio of the transportation sector is higher than that of other sectors, its relative importance of demand taken up within total energy is continuously increasing.
A demand forecast draft from the National Energy Basic Plan Study (1996.12) prepared by the Korea Energy Economics Institute predicts that energy consumption in the transportation sector will increase on average by 4.9% annually up to year 2010 while the relative importance of the transportation sector in total energy consumption will continuously increase to 24.3% by year 2010.
Though the increase of passenger transportation has slowed down recently, it is a problem that its energy consumption is increasing due to the deterioration of the unit consumption of transportation. A main characteristic is that the occupancy ratio of the commercial bus is moving toward that of the passenger car. Total unit consumption is continuously aggravated due to the increase of the transportation share ratio of the passenger car. The increase ratio of cargo transportation has been slowing down since 1992. The increase ratio of energy consumption has been slowing down since 1989. The trend in transportation structure is that railway transportation is transferred to the passenger car and sea freight.
To improve energy efficiency in transportation sector we needs the countermeasures as follows: i) Prepare a plan to induce transportation structure to public transportation that has high (effective) energy intensity, ii) Reduce driving with tax system changes that lessen the tax at the time of automobile purchase and registration but increases the tax during operation stages. iii) Apply high tax rates to petroleum products iv) Prepare countermeasures to the trend that automobile displacement is getting bigger since 1993 and regulate fuel consumption ratio.
