It is our reality so far that economic growth and oil demand increase have maintained an inseparable relationship, and we expect the continuous increase, though the demand increase ratio may be slowdown. The increase of oil demand will proceed both in quantitative expansion and in qualitative changes. And the demand for light oil is expected to be pick up.
On the other hand, the domestic oil industry has been given plans for liberalization and openness and it is expected to open completely at last with the permission of foreign capital entry in 1999. Since these given conditions of the oil industry and the changes in future oil consumption levels could place a lot of influence on the oil refinery industry, the proper level of domestic oil refinery capacity to maintain is presented considering the conditions in this study.
The proper level of refining capacity is defined as the size where domestic supply and demand are balanced, and additionally required size per facility is presented, reflecting the level of ever-intensifying environmental regulations.
Additionally required refinery facilities include secondary facilities such as cracking, de-sulfurization facilities as well as atmospheric distillate facilities. In addition, I try to help policy drafting through presenting a support plan for inducing investment in refinery facilities.
