Lethal Autonomous Weapons Systems (LAWS) pose dramatic challenges to ethical, legal, operational and human rights dimensions of warfare. Within international policy communities, there are fierce debates about the regulation of LAWS. Is there a need for a pre-emptive ban on LAWS?
Following the first meeting of the Group of Governmental Experts (GGE) on LAWS in mid-November 2017, this seminar will present perspectives from experts across different institutional contexts, including the UN, Human Rights Watch and the research community. The speakers will address the challenges and risks involved in hybrid networks of humans and intelligent machines. They will provide an overview of international initiatives surrounding LAWS, such as international conventions prohibiting the use of inhumane weapons against combatants and civilians. The seminar will also include discussions of the way forward, including the Campaign to Stop Killer Robots advocacy of a preemptive ban on the development, production, and use of fully autonomous weapons.
