On May 31, 2018, the RAND Corporation convened a Technical Expert Panel (TEP) meeting to gather input on analyses that could be conducted to further enhance the Medicare Advantage (MA) and Part D Contract Star Ratings program. The TEP is composed of a diverse group of individuals with expertise across a wide range of disciplines including quality measurement, risk adjustment, statistical methods, and delivery of health care to Medicare beneficiaries enrolled in MA and Part D contracts. The TEP does not replace existing mechanisms to obtain broad stakeholder input regarding enhancements to the Star Ratings program.

During this first TEP meeting, RAND sought input on analyses for consideration regarding three topics: 1) measure thresholds used to assign Star Ratings, 2) the utility and feasibility of constructing and reporting Star Ratings at the level of Plan Benefit Package (PBP) or geographic area, and 3) the measures included in the calculation of Star Ratings.
