| 摘要 | This essay is an attempt to review the main determinants of compliance with international environmental commitments at the domestic level, with special attention to: 1) the mechanisms by which states determine whether or not to comply, and the roles actors, other than governments, play in these issues, and 2) regime rules and factors exogenous to the regime that affect variation in compliance, with implications for mechanisms by which compliance can be improved. |
