摘要 | International negotiation between states involves risks: risks to be taken, used, avoided, or managed. Risks may become an impediment to a negotiation, often representing an extra burden to those who conduct it or who are responsible for its outcome. Risks increase the degree of complexity in multilateral talks: risks are burdensome in all situations because of the technical difficulty of the questions addressed and the great number of issues and actors engaged in the process. The need to consider risks makes communication between the parties more awkward and time-consuming. Divergent risk perceptions obstruct the search for a common understanding of the negotiated issue and cause pseudo-conflicts. Parties may find it harder to reach an accord that is technically feasible and at the same time acceptable to a sufficiently large number of delegations. |
