摘要The annual monsoon during the months of June through September, brings significant rainfall to the area. Low-level flooding associated with the monsoon historically was beneficial to crops. Recent widespread construction of embankments, roads and other infrastructure have seriously altered the nature of the floods, leading to higher flood water depths, persistent water logging and occasional flash floods as poorly maintained embankments burst. These types of floods now destroy crops, households and livelihoods and contribute to endemic poverty. This study assesses the costs and benefits of embankment maintenance and more "people centered" disaster risk reduction strategies.
