| 摘要 | this paper explores the concept of multi-risk governance and discusses the challenges related to its implementation. Opposed to single risk, multi-risk environments are characterized by cascade effects, including natural and/or man-made hazardous events correlated in time and space. The new and recently developed methods and tools for multi hazard and risk assessment allow for that taking into account interactions between different risks, by using harmonized procedures based on common metrics. Yet, the products of these assessments, such as multi-hazards and risk maps, scenarios, simulations, or warning systems provide innovative and effective information, but also pose specific challenges to policy makers and practitioners. For example it is not clear who should be in charge of multi-risk reduction as nowadays institutional frameworks are single-risk centered. In the present risk governance systems, authorities are rarely officially responsible for the cascade effects between e.g. tsunami and industrial accidents, earthquake and landslide, flood and electricity network failure. Moreover very few studies have been conducted to compare and contrast experiences in order to identify the hallmarks of good multi risk governance models. The paper discussed critical issues such as responsibikity allocation, interagency cooperation and presents reflections about the added value of adopting a multi- vs. single-risk governance approach. It also discusses institutional barriers to the adoption of multi risk approach, based on the result of fieldwork in Italy and Guadeloupe. It ends with the description of two challenges, i.e.; the adaptation of the level of governance institutions to that of multi-risk environments and the mainstreaming of multi-risk legislation and policies, especially at the national level. |
