| 摘要 | Options for non-ETS target setting in 2030 Oeko-Institut Working Paper 1/2014 The aim of this briefing paper is to explore options for 2030 non-ETS target setting, which may be accepted by all Member States. In order to build consensus on an approach to non-ETS effort sharing in 2030, it is necessary to have a common understanding of the current and projected situation in terms of per capita emissions and an appreciation of the level of reductions required to remain on course for meeting longer term emission reductions in 2050. |
