A CGE model analyzing fiscal consequence of environmental policies | |

摘要 | We construct a CGE model capable of analyzing fiscal consequence of environmental policies. First, we constructed fiscal variables to feed in the model using National Income Accounting data, Consolidated Budget data, and various tax data. Second, we constructed a CGE model with detail account of government and household sector, emphasizing the effect of fiscal variables. Third, as an example, we analyzed the fiscal consequence of the introduction of carbon tax. For government income variables, we constructed tax revenue, social security contribution, nontax revenues. The tax revenue consists of labor income tax, capital income tax, global income tax on capital, global income tax on labor. For government income variables, we constructed government final consumption, government investment, transfer payment and government savings. We confirmed that the sum of these government expenditure variables should match the integrated expenditure of Consolidated Budget and National Health Insurance. Also, using these fiscal variables, we constructed a proxy variable to mimic the integrated budget balance of Consolidated Budget and National Health Insurance. Using these fiscal variables, we were able to construct a single country CGE model capable of analyzing fiscal consequence of Korean environmental polices. Using this model, we analyzed the effect of the introduction of a carbon tax on the budget balance, overall welfare, GHG emission and energy mix. We found that the carbon tax could harm the fiscal balance if the revenues were spent on government consumption or transfer payments. But, this harmful effect could be reversed if some of the revenues were set aside for government savings. Government savings would increase capital stock, which accelerate growth and increase tax revenue. For example, if 50% of carbon tax revenues were saved, then the budget balance to GDP ratio would improve by 0.11~0.12%p per ear compared with no carbon tax case. |
