| 摘要 | In this report, we constructed a database of Korean government budget dedicated to environmental purpose (Environmental Budget DB) from 1996 to 2012, and performed two preliminary analysis using this database. The Environmental Budget DB database consists of Expenditure DB and Revenue DB. The Expenditure DB covers the budget expenditure of the Ministry of Environment, specifically, the expenditure of five funds managed by the Ministry of Environment from 1996 to 2012. All expenditure data is separated into 400 program codes for budget expenditure and 37 program codes for fund expenditure. We also constructed a higher category 'section,' which can categorize expenditures according to purpose. With this program codes and 'section' category, we can overcome the inconsistency of the categorization system of official budget reports due to the introduction of program budget in 2007. The Revenue DB covers the Environmental Protection Special Account revenue and the revenue of five funds managed by the Ministry of Environment. This DB followed the official budget report categorization, but we separated the compulsory contribution revenue by each contribution. Using our Expenditure DB, we preformed two preliminary effectiveness analysis. First, we checked the correlation coefficient between each program expenditure and the target environmental statistics. We found that the water infrastructure investment, automobile regulation, and recycling industry support expenditure is associated with the improvement of target statistics with a lag of 2-3 years. Second, we constructed an environmental local subsidy DB using the same program codes with the Expenditure DB, and performed regression analysis using two subsidy program data - 'Sewage disposal plant investment' and 'sewer management.' We found that these two subsidies have negative, but statistically insignificant effect on the local water pollution indices with a 2-3 years lag. |
