摘要 | Strategic Environmental Assessment (SEA) is a crucial component in the policy making process. It is an essential tool to employ when considering the establishment of various different policy plans. To be effective, the process of SEA should begin in the early stage of policy planning. However, current SEA for national policy plans in Korea does not work properly, and even most important policies have been excluded legally from SEA process. Therefore, it is necessary to improve the SEA related legal systems as well as to develop detailed methodology with respect to SEA for policy plans to ensure the effectiveness of environmental assessment. This study provides a practical methodology for implementing SEA for policy planning based on the analysis of various national policy plans. In addition, it also proposes an integrated procedure between SEA and planning processes. This SEA implementation approach is designed to provide a practical framework for both policymakers and environmental consultants to work together through the impact assessment process. Ultimately, this would make decision-making more effective and less time-consuming. National policy plans can be divided into five categories taking into account their characteristics and functionality. They are urban-and-region, industry, infrastructure, demand-and-supply, and tour-recreation. In addition, each plan would be characterized by physical and nonphysical components in terms of the analytical aspect. The physical component contains two factors representing spatial planning and demand forecasting. It provides quantitative information for deriving the demand-and-supply of policy plans and produces physical influences on estimation method in the decision process either directly or indirectly. On the other hand, the nonphysical component is comprised of policy vision and goals as well as detailed action plans. It mainly includes contents representing the long-term direction in which vision and goals should be sought to achieve the main purpose of plans, and provides a specific guide to implement the plan effectively. In this study, the SEA system and implementation methods for policy plans have been developed, which can be integrated with the comprehensive evaluation of environmental, economic and social aspects. The goal of SEA is to enable policymakers (e.g., ministries establishing policy plans) to satisfy their basic needs in the planning process with maintaining the quality of contents. SEA also enables planners to effectively gather and analyze input from relevant consultant authorities (e.g., Ministry of Environment). SEA is, therefore, not just about assessing the environment, but it is about ensuring stable social and economic growth for all. For this reason SEA is often defined as being based on three interdependent and mutually supporting aspects namely sustainable development (i.e., environmental, economic, and social aspects). The three aspects of SEA are inextricably interrelated and each is equally important. To assist in this process, the SEA methodology developed in this study is structured under considering these three aspects. To this end, we conducted three pilot SEAs for policy planning, in areas of Urban Master Plan, Power Supply Master Plan, and Long-term Comprehensive Water Resource Plan based on newly developed SEA guidelines. This study also suggests a solution for improving planning procedures by SEA being implemented in the early stage of developing a policy plan. By proceeding SEA in parallel with the planning, the proposed policy would be improved in terms of the environmental compatibility integrated with social and economic feasibilities to minimize time and cost. Through continuous consultation during the SEA process, the details necessary for the proposed plans can be improved together with step-by-step procedures required such as scoping, alternative settings, public participation, and final assessment. |
