Development and application of sustainable water use indicators in Korea

With increasing concern about limited water resources, many countries and international organizations have launched to assess water sustainability in domestic and global scopes. The purpose of this study was to develop a Sustainable Water Index (SWI) to support objectives in achieving sustainability goals in water use. Prior to selecting pertinent indicators, we carefully reviewed a wide-range of literature to build up a comprehensive framework that prioritizes key indicators. By applying a set of 23 indicators that is incorporated with the four themes (availability, access, pollution, and management capacity) and Pressure-Response structure, we developed a set of SWI structure to estimate water use sustainability. Specifically, four thematic indices and P-R index were incorporated to SWI using cumulative distribution function, and equal weighting, for 109 of watersheds and 5 of the major basins in Korea. As a result, the alleviation (Response) is very crucial to mitigate the threat (Pressure) since the Pressure Index throughout the study region were relatively indistinctive than the Response Index. Consequently, highly populated watersheds showed relatively moderate SWI than remoted or upstream watersheds due to the higher Responsive in spite of the high Pressure. Supplementary analysis comparing P, R, index and SWI to economic income buttressed this result: regions with high income showed high Response while the Pressure was indistinctive to regions. Based on principal component analysis, environmental areas (forested and wetland), runoff, groundwater, effective upstream storage, water leakage, and water intake were found in sensitive indicators to assess water sustainability, satisfying with the correlation, R > 0.80. Overall, this study is meaningful to encompass various drivers which affect sustainable water use in multi-structural approaches and to explore the relationship between economic status and conditions in water use. We expect that this results were be supportive to understand regional features and to target specific goals to achieve water use sustainabiltiy.
