| Aligning public environmental finance with sustainable development to enhance green economy transition | |

| 摘要 | Public environmental finance, which means the management of the financial flow associated with environmental taxes and expenditures, is one of the core roles of government in accordance with sustainable development. Environmental sustainability and economic welfare can be increased by introducing environmental taxes on negative externalities and by providing environmental public goods and services directly. The importance of this role has increased notably in the past three decades after the concept of sustainable development was established in 1987. In Korea, the central government has allocated 6.9 trillion won, about 1.6 percent of its budget, to environmental programs for the fiscal year 2018, including clean air, water quality management, general environmental conservation, ecosystem management, and waste management. Significantly increased investments will be necessary in coming years to implement the current administration’s environmental policies designed to meet increasing environmental needs, especially for improved air quality, energy transition, renewable energy, climate change, and chemical safety. In the current budget process, in which an annual budget is prepared in line with a fiscal management plan established every year for the following five years, environmental spending is largely driven by projections of investment needs for water supply and quality management infrastructure, and is not sensitive enough to reflect society’s changing demand for environmental sustainability. In this study, we reviewed the trends of the central government’s environmental expenditure in connection with associated environmental programs and projects, and assessed challenges in financing proposed environmental policies in an economically efficient and environmentally sustainable manner, which are two goals of green economy transition. Based on the findings, a set of recommendations were offered to enhance the current budget process with new instruments and mechanisms of environmental finance recently emerged in the context of financing sustainable development. |
