Status and improvement measures for children’s environmental health management

Children constitute an important part of the vulnerable population whose health are more severely impacted by environmental contaminants. Various regulations and policies have been implemented to protect children’s environmental health (CEH). However, children are still exposed to environmental contaminants via various routes including children’s products (CP). The objective of this study is to conduct a comprehensive analysis on the present state of CEH management, set priority targets, and suggest management strategies to protect CEH. Specifically, we focus on the less-investigated area of CP management. As a first step, we reviewed studies that address the adverse health effects identified in children. We found that chemicals commonly found in CP are correlated with emerging environmental diseases, such as neurocognitive impairment and endocrine disruption, including thyroid-related disorder and metabolic syndrome. In addition, we identified lack of studies investigating the health effects linked to exposure via CP. Next, we examined the current CP management status in Korea. We identified several issues in the CP management. We found blind spots as well as redundancies in pre-market management and market surveillance. Also, we identified differences in risk standards among ministries and ambiguity in the definition of CP compared to general use products. Moreover, general products frequently used in children’s living spaces were not considered in CP management. Problem response system and risk communication were also identified as areas that needed improvement. We also reviewed CP management in other countries, including EU, USA, and other Asian countries. We found that management of CP and management chemicals were closely interlinked. Protection of vulnerable population was a priority in policy implementation. In addition, laws and regulations were shifting from cooperate-centered to consumer-centered. In light of our findings, we propose several improvement measures for the protection of CEH. Protection of vulnerable population, institution of an integrated management system for children’s space and CP, and reduction of exposure should be priorities in CEH protection strategy. We propose an inter-ministry CP risk management roadmap. Concurrently, we introduce means to strengthen pre- and post-market management and risk communication. We also recommend specific legal refinements to support the proposed measures. Finally, we identify research projects necessary to fulfil the strategy to protect CEH. Protection of CEH is a critical step towards achieving environmental justice. Regulations implemented to achieve this goal must be based on sound scientific assessment regarding hazardous chemicals in CP. At the same time, coordination and cooperation among relevant ministries is imperative. We anticipate that regulatory recommendations suggested in this study contribute not only to improved management of CP, but also to the protection of CEH.
