摘要 | Subsidies to fossil fuels cause excessive production and consumption of fossil fuels, which misleads the economy to allocate resources inefficiently. This study estimates the magnitude of subsidies to fossil fuels in Korea and analyzes the economic and environmental impact of fossil fuel subsidies reform. Based on the government's tax expenditure to support production and consumption of fossil fuels, including both the government's financial aids and tax exemption, the subsidies total to KRW 4,762 billion and the ratio of subsidy to total consumption expenditure reaches 8.4% for oil products, 1.4% for coal products, and 0.04% for coal mining. The other estimate on fossil fuel subsidy amounts to KRW 77 billion for coal mining, KRW 153 billion for coal products and KRW 64 billion for city gas. The analysis for economic and environmental impact of these fossil fuel subsidy reform scenarios is conducted using the Computable General Equilibrium Model. The result shows that the triple dividend is possible, particularly when the tax revenue is recycled for reducing labor tax. The economic performance (such as real GDP and GDI) can be improved with lower emissions and higher employment at the same time. |
