摘要 | Growing attention to federal deficits indicates that Congress will more carefully scrutinize the efficiency of taxpayer support for farm programs. What constitutes an efficient use of taxpayer money, however, is open to various interpretations. One definition of economic efficiency is when a program corrects a misallocation of resources, such as excessive air orwater pollution. But farm programs are not designed to correct misallocation of resources. A lower standard of allocation efficiency that may be more relevant for the study of farm programs is when a program does not cause resource misallocation by inducing farmers to change the way they farm. From this perspective, the direct payment program can be deemed efficient because farmers receive direct payments regardless of what farming actions they take. Something for Nothing?
