摘要 | Key Points Implementing Japanese Prime Minister Shinzo Abe’s vision of a more regionally and internationally engaged foreign policy is essential to the future of Japan and the region. Abe has distanced his country from its postwar pacifism and unveiled a new, more realist foreign policy. His attempts to modernize Japan’s foreign and security policies are limited by how much internal change he and other Japanese are willing to accept. The competition between Tokyo and Beijing is poised to enter an even more intense period. As Asia’s most developed democracy, Japan can be a key partner for the United States in championing liberal values. Read the full PDF. Author’s Note Although written individually, the essays in this volume were conceived of in an integrated sense. Despite numerous writings on Japan’s security and diplomatic policies, less attention has been paid to the overarching strategies and national priorities that recent Japanese governments have adopted in response to changes in the regional geopolitical and economic balance. In general, a fuller reassessment of Japan—its economic, political, social, technological, and security strengths and weaknesses—is long overdue, and this set of essays is a first, limited stab at attempting such. This project would not have been possible without the generous support of the Smith Richardson Foundation, which has invested in my work since I was a junior professor at Yale more than a decade ago. In addition, I would like to thank Arthur Brooks and Danielle Pletka at the American Enterprise Institute for their institutional support during the months of this project and several colleagues at other think tanks and universities who offered their insights, criticisms, and suggestions.
