摘要 | Key Points Due to the current drug crisis, the number of kids in foster care has reached its highest level in decades. Most states are experiencing a shortage of licensed foster homes available to take in children. Some policymakers have proposed offering more financial incentives to families willing to take in foster children. Such incentives may work on the margins, but they may also attract families to foster for the wrong reasons. The best way to attract and retain foster families is by treating them with greater respect. Caseworkers and family courts need to do better than other bureaucracies in this area, giving foster parents a greater voice in the system and ensuring they are given the information they need to properly care for the children in their home. Introduction The number of kids in foster care has risen nationwide for five consecutive years to almost 443,000 in 2017, as shown in Figure 1.1 These kids need responsible adults—sometimes temporarily, sometimes permanently—to care for them. But attracting more foster families—and the right families—is a challenge for every state in the country. And it seems to be getting worse. What would really motivate these foster parents?
