Although political parties have long been in disrepute, they can help make our government more responsive to the public interest.
A party’s purpose is to win elections for its members, but depending on how party rules are structured, parties can advance or hinder republican government.
Changes to nominating procedures, campaign finance, and internal party rules could make the parties work more effectively for the national good.
Introduction
American government is seemingly at a point of crisis. Our governing institutions are incapable of producing competent government that reflects the public interest. Congress nominally reflects the public will but is incapable of behaving competently; the executive branch is capable of administrative rationality but is far too immune from public oversight. This persistent dilemma has led, in turn, to widespread disregard and populist angst in the broader electorate, as people are rightly frustrated by their inability to bring about real change.
Reform of our governing institutions has to come from outside those institutions. Congress lacks the will to fix itself, the president will never agree to give power back to Congress, and such questions are outside the courts’ jurisdiction. The political parties are the best way to bring about needed reforms—as they are institutions that exist outside the constitutional structure but have power running throughout government—but they will need to be reformed first.
