摘要 | Read the full PDF. “Latin American-US Economic Interactions: Conflict, Accommodation, and Policies for the Future” contains the proceedings of a conference sponsored by the American Enterprise Institute for Public Policy Research and the Institute of Latin American Studies of the University of Texas, with the collaboration of the Graduate School of Business of the same university. The conference, held in Austin in the spring of 1973, examined several major channels of economic interaction linking Latin America and the United States and explored methods of promoting more productive coordination of policy and of organizational and capital resources in this interaction. This volume deals in particular detail with the multinational corporation, emphasizing its influence upon and function in the development process in individual countries as well as its impact on the international economic sphere. Formal presentations at the conference were usually followed by commentaries and discussions, and summaries of these are included here. Among those delivering papers and otherwise participating were representatives from the government, business, and academic communities of the Western Hemisphere and Europe. The conference began with an examination of the problems and issues of trade, historically the oldest form of economic interaction among the countries of the hemisphere. Two analytical frameworks were presented as settings for this examination: one represented the standard perspective of economic orthodoxy, the other a “counter-model” derived from Latin America dependencia thinking. Ensuing sections of the conference considered many facets of the other primary, long-term economic tie between the Americas—direct private investment. In these portions also it is possible to trace quite divergent interpretations emerging from different historical positions in the world economic and political order. The final section of the conference took up a variety of alternative policies and institutional arrangements, actual and proposed, for mediating economic contacts between the United States and Latin America. A critical scrutiny of this section reveals the limited but real possibilities for developing new types of mutually beneficial relationship, but it also reveals significant areas of persisting conflict. On the whole, the participants agreed that relations between the Americas would probably become more strained in the years ahead unless the United States takes into consideration the changing economic objectives of Latin American nations as it formulates trade and foreign investment policies. |
