“The Sugar Program: Large Costs and Small Benefits” by D. Gale Johnson evaluates the federal sugar program and recommends that it be replaced with an approach more consistent with a liberal trade policy. Dr. Johnson finds that the program’s benefits are far exceeded by the costs imposed on consumers and taxpayers: For a net income benefit to domestic sugar producers of about $100 million a year, the American public pays between $502 and $730 million a year. He proposes a shift to a program comprised of a moderate tariff on imported sugar and a deficiency payment to cover the difference between the support price and the actual market price. Dr. Johnson also suggests two alternative methods for implementing the new policy. One would phase out the current program over a five-year period. The other would introduce the new system at once, with full compensation to farmers, workers, and processors for all losses resulting from the immediate changeover.
D. Gale Johnson is professor of economics and chairman of the Department of Economics at the University of Chicago. Formerly president of the American Farm Association, he has also served as a member of the President’s National Advisory Commission on Food and Fiber and of the Commission on Population Growth and the American Future. |
