Kaplan, deals with means of correcting a serious error in the 1972 amendments to the Social Security Act regarding the automatic indexing of benefits. A considerable debate has developed as to whether a wage index or a price index should be used to achieve a properly indexed system. This study argues that looking separately at the effects on future benefits or costs gives an inadequate measure of the implications of wage versus price indexing. Measuring the rates of return implicit in the two proposals provides much better comparison, according to the author, who shows that if both systems must be self-financing, there is no real difference in the rates of return between them. Wage indexing, however, leads to much higher payroll taxes and a much larger system than price indexing, thereby encroaching on private pensions and reducing the role for individuals in determining their particular retirement plans through alternative investment opportunities. Robert S. Kaplan is a professor of industrial administration and the dean of the Graduate School of Industrial Administration at Carnegie-Mellon University. He is the author of “Financial Crisis in the Social Security System” (American Enterprise Institute, 1976).
