They give high priority to increasing productivity, to increasing investment, and to developing technology as ways to control inflation. The panelists evaluate American foreign policy as well as the current international position of the United States and propose some alternative policies for the future. JOHN CHARLES DALY, former ABC News chief and forum moderator: This public policy forum, part of a series presented by the American Enterprise Institute, is concerned with future directions in public policy, with a national course that will see us out of the dangers and turbulence of today to a confident and constructive future. Our subject: “Revitalizing America: What Are the Possibilities?” In classic Greek mythology, ancient mariners feared twin monsters, Scylla and Charybdis, rock and whirlpool, garbed in the fantasies of the unknown, in the Strait of Messina, between Sicily and the toe of Italy. They represented equally perilous alternatives, neither of which could be passed without encountering and probably falling victim to the other. Mythology deals with the imaginary or the fictitious, with gods and demigods, and with monsters that dwell in the mind. Those who chart the course of the American ship of state in this new decade do not deal with inventions of the mind. The monsters they must contend with are real, they are the facts of daily life. The way ahead is a tangle of alternatives so complex and dangerous as to chill the stoutest heart. A safe course must be plotted in defense, in the economy, in foreign affairs, in energy, in government regulations, in taxes, in health, and in social and political processes. Each must succeed without falling victim to the others. Something very important has happened on the American scene: people have changed their minds. The political tide has turned. Frustrated and sorely tried by the slings and arrows of outrageous fortune for more than a score of years, the times call out for a new day, for a national will to take up arms against a sea of troubles and, by opposing those troubles, to end them. To examine the course to take us to safe harbor &$8212; the way to a revitalized America — we have a highly expert panel. Representative Newt Gingrich is a member of the House Administration, Public Works and Transportation, and National Republican Congressional committees. Representative Richard B. Cheney, former White House chief of staff under President Gerald Ford, is the new chairman of the Republican Policy Committee and is a member of the Interior and Insular Affairs and Standards of Official Conduct committees. Representative Richard A. Gephardt is a member of the Ways and Means and Budget committees and has been appointed chief of task forces, a new position in the Democratic party leadership in the House. Representative Wyche Fowler is a member of the Ways and Means Committee and the Select Committee on Intelligence. To begin, gentlemen, I would pose the same question to each of you.
