| 摘要 | “Greece at the Polls: The National Elections of 1974 and 1977,” edited by Howard R. Penniman, tells the story of Greece’s return to democracy after seven years of military dictatorship. The center-right New Democracy party led by Constantine Karamanlis won an overwhelming majority in the assembly elected to draft a constitution in November 1974. Three years later it emerged from a new parliamentary elections still strong enough to form a majority government, but it suffered heavy losses. On the left the Panhellenic Socialist Movement, led by the charismatic Andreas Papandreou, leapt from 12 seats to 93, raising questions about the shape of things to come.
The chapters in this book discuss the political modernization of Greece, the new electoral law, the political parties and their campaigns, and the foreign policy issues important in the elections. The authors are Roy C. Macridis, Phaedo Vegleris, J. C. Loulis, Thanos Veremis, Angelos Elephantis, Michalis Papayannakis, and Theodore A. Couloumbis. Detailed election returns are given in an appendix compiled by Richard M. Scammon.
Howard R. Penniman, general editor of the “At the Polls” series, is professor of government at Georgetown University, codirector of studies in political and social processes at the American Enterprise Institute, and an election consultant to the American Broadcasting Company. He has served as an official observer of elections in countries in Africa and Asia.
