Such referendums have been used on at least some occasions by most Western democracies, and since the 1970s they have been employed especially as a device to reform, supplement, or even bypass representative government. Perhaps the most dramatic recent developments have taken place in the United Kingdom, where in the 1970s, for the first time, national referendums have played a major role. |
