Canada at the Polls, 1979 and 1980: A Study of the General Elections, edited by Howard R. Penniman, describes the election of a minority Progressive Conservative party government in May 1979 and its replacement nine months later, when the Liberal party under Pierre Elliott Trudeau was returned to office with a comfortable majority. The elections emphasized the increasing division within Canadian society between the energy-producing west and the industrial, energy-consuming east as well as the long-term conflict between English-speaking and French Canada. The outcomes and the economic and ethnic realities behind them suggest that the strains on the nation’s constitutional arrangements may continue.
In addition to the political system, the electorate, and the major parties’ campaigns, the chapters discuss candidate selection, campaign financing, the mass media, Quebec’s special problems, and the participation of women in Canadian politics. The authors, all Canadian political scientists, are Alan C. Cairns, John Meisel, William P. Irvine, Robert J. Williams, John C. Courtney, Stephen Clarkson, Walter D. Young, Vincent Lemieux, Jean Crete, F. Leslie Seidle, Khayyam Zev Paltiel, Frederick J. Fletcher, M. Janine Brodie, and Jill Vickers. The election returns in the appendix were compiled by Richard M. Scammon.
Howard R. Penniman, general editor of the At the Polls series, is professor of government at Georgetown University, codirector of studies in political and social processes at the American Enterprise Institute, and an election consultant to the American Broadcasting Company.
