Introduction The federal program to regulate air pollutant emissions from mobile sources—automobiles, trucks and buses, and motorcycles1—has been an important part of the federal government’s overall strategy for reducing air pollution in the United States. All Americans are affected, directly and indirectly, by the program. The air they breathe is cleaner because of the reductions in emissions from motor vehicles that the program has achieved. But the program has also meant that they pay more for the cars and trucks they buy and for the fuel for those vehicles, that they get lower gas mileage from their vehicles, and that they pay slightly more for services involving motor vehicles, from taxi and bus rides to retail goods that have been shipped by truck. In this monograph I review the federal mobile source program and analyze its current provisions.2 I argue that the program has indeed achieved substantial reductions in emissions from motor vehicles. But the costs imposed on vehicle users have been substantial, and the program has been overambitious and in many respects poorly designed. A better program—one that would achieve almost the same benefits at far less cost—could have been, and still could be, designed. I focus mainly on the federal emissions control program, but give some attention to California’s more stringent program. Much of the analysis deals with automobiles, because the efforts to control emissions from automobiles are the most extensive and the most completely developed and have generated the most data. The remainder of the monograph is organized as follows: Chapter 2 briefly describes mobile source emissions and why they constitute a serious social problem warranting some kind of governmental intervention. Chapter 3 recounts the history of the emissions control program. Chapter 4 describes the current standards and the procedures underlying them. Chapter 5 reviews the achievements of the program, and chapter 6 provides estimates of its costs. Chapter 7 discusses the shortcomings and problems in its design. Chapter 8 gives an overall assessment of the program, including cost-benefit, cost-effectiveness, and equity considerations. Chapter 9 describes alternatives to the program as it is currently structured and offers recommendations. Chapter 10 summarizes the conclusions of this study. Notes Read the full PDF.
