This edited transcript of a televised AEI Public Policy Forum presents a discussion of “a cancer upon the global body politic — savage, brutal, ruthless violence.” Among the questions the panel addresses are: Why cannot the United Nations define terrorism? Should an international court be established with jurisdiction over terrorists? Should the CIA and FBI have a freer hand in dealing with terrorists? What should be our policy on hostages? Will technology provide countermeasures against terrorists?
The panel, moderated by John Charles Daly, former ABC News chief, comprises:

Ramsey Clark, the author of “Crime in America” and former attorney general of the United States and adjunct professor of law at Howard University and the Brooklyn Law School
John P. East, US senator (Republican, North Carolina), member of the Senate Subcommittee on Security and Terrorism and former professor of political science
Frank H. Perez, acting director of the Office of Combating Terrorism in the US Department of State and former US minister at the SALT talks in Geneva |
