Conducting democratic elections among small populations separated by vast distances poses special problems. In 1983, Micronesia, a collection of thinly populated islands scattered over an area of the Western Pacific larger than the continental United States, successfully carried out such an election, on the Compact of Free Association with the United States. In this book two scholars, who observed how Palau, the Federated States of Micronesia, and the Marshall Islands overcame their difficulties, analyze the social, economic, and strategic implications of this historic event.
