摘要Do market-oriented approaches work better than regulation in containing the costs of health care? This collection of nine essays places current issues of health care costs in the broader framework of a national debate on government policy. The essays show how the lessons learned from policy disputes in other fields apply to health care. They suggest the limitations of rigid regulation and explain how powerful interests use regulation to thwart competition. They show how the health care delivery system has responded to the toughening posture of large purchasers and how public policy develops through successive phases of stimulus, controls, and incentives.
