摘要Read the full PDF. Buy the book. Although everyone recognizes the need to open Taiwan to US farm products, sharp differences have come into focus over the issue of freer trade. The contributors to this volume explore how protectionist measures should be eased, how domestic policies affect both Taiwanese and US agriculture, and what pressures might lead to reform without jeopardizing the relationship between the two trading partners. Preface This book is the result of the continuing fruitful cooperation between the Chung-Hua Institution for Economic Research and the American Enterprise Institute. The broad objective of the project culminating in this book was proposed by Dr. Chi-ming Hou. He suggested to Christopher DeMuth, president of the American Enterprise Institute, that U.S.-Taiwan trade in agricultural products was a major issue in Taiwan, in part because of a number of confrontations stemming from such trade. He believed the major problems, however, involved fundamental issues in agricultural policies in the two economies. He made it clear that conflicts arose in Taiwan because of its agricultural policies on the one hand and its interest in encouraging free or liberal trade on the other. He was kind enough not to note that similar conflicts were all too evident in the United States. Mr. DeMuth asked me if I would participate in this project, serving as the leader for AEI. Since for more than four decades I have done research on and written about the conflicts between agricultural and trade policies in the United States and other industrial countries, I accepted the invitation and submitted an outline of the project as I visualized it. This outline was approved without change by Dr. Hou and his associates. In a meeting in Taipei in 1989, we discussed the outline in detail and our approaches as well as the general plan for carrying out the work and writing the manuscript. Drafts of almost all the chapters were completed and presented at a major conference in Taipei in 1991. The conference was successful not only because of the number of participants but because so many individuals with important responsibilities for agricultural legislation and policies in Taiwan attended. It is with regret that I note the circumstances surrounding Dr. Hou’s participation in this project and the planning of the Taipei conference. Not long after work on the project was started in 1989, Dr. Hou became ill. He remained cheerful throughout his difficulties and continued his work on the project as well as keeping up with his other responsibilities. It was with great sadness that I learned of his death in August 1991. We are all extremely sorry that he did not see this project through to its conclusion. With the approval of those who worked on the project, we have dedicated this book to him. He is also designated, as he deserves to be, as one of the major authors of this book. In numerous places in the book are references to the Uruguay Round of negotiations in the framework of the General Agreement on Tariffs and Trade. The references include projections of the effects on trade and international market prices assuming negotiations that significantly liberalized trade in agricultural products in the high-income market economies. We had expected that these negotiations would have been concluded so that their effects could be taken into account in our work. As this preface is being written, the negotiations are still under way. Consequently, it seems inappropriate to delay further the publication of our work. If the negotiations are concluded, the reduction in protection will be less than the full liberalization used in the various scenarios we followed in considering the adjustment and income effects. The implication is that the adjustment problems required of agriculture, which were modest in both Taiwan and the United States assuming full liberalization, will be very mild indeed. But, unfortunately, the benefits that will accrue to taxpayers and consumers will be significantly less than those with full liberalization. It was a pleasure to work on this project with two of my former students, Tracy Miller and Chi-Chu Chou. They brought to the project very successful research on subjects crucial to the understanding of the policy problems related to the trade conflicts being studied. I could not have been more pleased with the cooperation that I received from my associates in Taiwan. I cannot say enough about Dr. Hou, who carried on very ably when others might well have given up. Dr. Yu-kang Mao participated in the project in its entirety and was most helpful in bringing to the surface many of the subtleties that outsiders miss all too often. In addition, of course, he contributed directly to the project. We owe a great debt to Ms. Chaw-hsia Tu, who was one of the authors of the book but who also took on the task of coordinating the project in Taiwan after the death of Dr. Hou. All of us who participated in the preparation of this book hope that it will promote understanding of the policy issues that have sparked trade tensions between Taiwan and the United States and make some small contribution to their resolution.
