Although revisions of commodity programs in the last two farm acts have addressed some concerns, others remain. Walter Thurman analyzes current agricultural policies, focusing on traditional commodity programs, to determine their systematic environmental effects. Specific programs examined include price income support for feed grains, cotton, and rice; tobacco and peanut supply controls; import controls on sugar; and dairy policies. A separate chapter considers the Conservation Reserve Program, conservation compliance, and proposed “green support” programs. Walter N. Thurman is professor of economics and agricultural economics at North Carolina State University. |
