摘要 | An impact or outcome-based evaluation addresses the essential question of whether education and social programs are delivering the desired results in terms of person-referenced outcomes. Outcome (impact) evaluation is a type of program evaluation that uses valued and objective person-referenced outcomes to analyze a program’s effectiveness, impact, or benefit-costs; this is different from process evaluation, which emphasizes simply whether a program has carried out a stated goal or objective. This discussion focuses on effectiveness and impact in impact evaluations.
