摘要Buy the book. In his new book, “In Defense of Globalism,” Dalibor Rohac discusses the history of international institutions and the challenges they face. For many years, global engagement found bipartisan support in the US. However, internationalism and “globalism” have recently come under attack from both the anti-globalist left and the nationalist right. The book explains why a turn to nationalism is a dead end. It also outlines an alternative agenda for the center right, compatible with America’s founding principles. The book makes the following key points: The current international order has coincided with an unprecedented era of peace and prosperity. That alone should give pause to those eager to shake up the international order. Today’s problems are diverse and cross national lines, and international cooperation is necessary to address these challenges. Unlike nationalist thinkers on the political right today, many conservatives and free-market advocates of the interwar era understood well that international order required rules, or perhaps institutions. The caricature of globalism as a top-down, elitist project is incorrect. International institutions have emerged from the bottom up, in response to concrete challenges transcending national borders: trade barriers, security, or pollution and management of natural resources. To ensure nations continue to adhere to the common principles agreed upon in their accession, global institutions are in need of reform. Without mechanisms to sanction and potentially expel unruly members, institutions such as the EU and NATO risk losing their credibility. Rohac argues the task at hand is not to build a new international system, but rather to update the structures that already exist. “In Defense of Globalism” is a call to arms for people on the center right to defend the central tenets of the postwar order and update it for the 21st century.
