| 摘要 | It’s a bad sign for any politician to have to start the New Year with an apology for a brewing scandal. But with two former aides indicted by prosecutors for fund-raising illegalities last month, Japanese Prime Minister Yukio Hatoyama had to do just that in his first address of 2010. With both Mr. Hatoyama and his co-leader of the Democratic Party of Japan, Ichiro Ozawa, embroiled in the controversies, some may wonder if old-fashioned political scandal will short-circuit Japan’s new era of hope and change Both Messrs. Hatoyama and Ozawa have denied any wrongdoing, as have their indicted former aides, Keiji Katsuba and Takanori Okubo. Mr. Katsuba is accused of falsifying political-funding reports, to the tune of 400 million yen ($4.3 million); Mr. Okubu, for accepting illegal donations to Mr. Ozawa’s political fund management company, and falsely reporting them. Another Hatoyama former aide, Daisuke Haga, was ordered to pay a 300,000-yen fine last month for failing to spot funding discrepancies. These cases have already sparked political fallout. The arrest of his aide forced Mr. Ozawa to step down from the party’s presidency last May, putting Mr. Hatoyama in the DPJ presidency and ultimately the prime minister’s office. Mr. Hatoyama has admitted receiving over one billion yen in donations from his mother, but said he was not aware how that money was reported to authorities.
