Developing and emerging economies will play a key role in mitigating climate change. While the disposal space for GHG emissions in the atmosphere is limited, historic development pathways also in the very recent past have come with a massive carbonization of energy systems and growth in emissions. A widespread concern in developing countries is that climate policy hampers economic development. Consequently, developing countries are hesitant to commit themselves to climate action in their independent nationally determined contributions (INDCs) under the United Nations Framework Convention on Climate Change. At the same time, unabated climate change will have severe negative impacts on natural and social systems, particularly in developing countries, which might render the achievement of sustainable development goals infeasible. We explore synergies of simultaneously addressing mitigation and adaptation with other sustainable development goals to overcome this concern.
