摘要 | The projected growth of Social Security and Medicare spending in the coming decades, relative to revenue, has prompted interest in reforms that will bring benefits and revenue into balance. There is wide agreement that reform plans should make the Social Security and Medicare system more progressive. Plans that include tax increases generally increase the progressivity (or reduce the regressivity) of payroll and self-employment taxes, typically by raising the cap on the earnings subject to the Social Security portion of those taxes. Plans that include benefit reductions usually include measures to shield low-income retirees from benefit cuts and thereby increase the progressivity of benefits. Some plans increase progressivity on both the tax and benefit sides. We focus on ways to increase the progressivity of benefits. We believe that increased benefit progressivity should, and probably will, be part of the reforms that will ultimately be adopted. We also believe that there is greater need for discussion about how to increase benefit progressivity. Although it is straightforward to increase tax progressivity by changing the tax cap, there is a wider range of ways to increase benefit progressivity, and some are significantly superior to others. Two broad strategies to increase benefit progressivity are possible. One strategy reduces benefits for retirees with higher current annual incomes. The other strategy reduces benefits for retirees with higher lifetime labor earnings. Although neither strategy is perfect, we believe that targeting benefits based on lifetime labor earnings is superior. In this article, we detail the flaws of income-based means testing. In the second article of this series, we will outline how targeting benefits to those with low lifetime labor earnings can increase Social Security-Medicare progressivity while avoiding most of the drawbacks of income-based means testing.
