This paper is part of a project called “Linkages among Emissions Trading Schemes and with offset projects” which is carried out under the international research network Climate Strategies, with headquarter in Cambridge, UK. Within this project, several reputed international research institutes including IGES collaborate to explore possible linkage between existing and emerging emission trading schemes around the world. This paper first gives an overview of the development of the Japanese climate policy and then analyses the currently discussed proposals for a mandatory ETS in Japan regarding their ability to link to other trading schemes. It concludes that certain design elements of the proposals may be barriers to linking to other schemes. These should seriously be considered if Japan intends to link its scheme in future.
