The most important challenge in achieving holistic capacity-building in the developing Asia-Pacific region is the inadequacy of information on: The roles of different stakeholders in adaptation planning and implementation; the existing capacities and needs of different stakeholders; and lack of stock-taking exercise on key outcomes of earlier capacity development efforts. This calls for conducting adaptation-specific training needs assessments (TNA) at sectoral, local, and national levels to inform policymakers of the nature of resources (financial and human) needed for capacity-building in the agriculture and water sectors, taking the stock of the past experiences of the capacity building programmes, and developing a compendium of best practices for capacity building that can be utilized by various stakeholders. The ongoing work involving IGES and the UNEP Asia Pacific Adaptation Network aims at conducting TNAs in the most climate sensitive sectors in Bangladesh, Cambodia, Lao PDR, Mongolia and Nepal.
