This report presents the overall summary of the findings of the country assessments conducted under the Project for Strengthening Institutional and Policy Framework on Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA) Integration (referred to as “CN20 project”). After conducting overall baseline studies in all Member States, the project team summarized the current condition of DRR and CCA integration in the region. The summary comments on laws, regulations and policies; institutional arrangements, risk assessments, planning and implementation, and capacity building. It identifies various good practices that can be promoted among the ASEAN countries and provides recommendations for strengthening the disaster risk reduction and climate change adaptation integration. Although there are a number of good practices and potential good ones for DRR and CCA integration in the region, most of them are still at a pilot stage and their nation-wide, as well as region-wide application, requires an appropriate institutional and policy framework setup. Toward that end, a regional collaboration mechanism with a target, guidelines and a monitoring system which engages other relevant ministries and agencies needs to be established under the ACDM framework with leadership of the ACDM WG on PM. As stated in the Declaration of the 26th ASEAN Summit in April 2015, the ACDM is designated to be the focal point for the cross-sectoral cooperation at regional level to institutionalise the resilience of ASEAN and its communities and peoples to disasters and climate change and it is expected such a framework can be set forth by the end of the project.
