This is the summary of the country drought risk reduction assessment done as a part of the JICA-ASEAN project on integrating climate change adaptation and disaster risk reduction into institutional and policy processes (CN 20). Drought risk reduction planning in Vietnam is centralized and even inter-provincial planning is not done locally; one of the reasons why watershed approaches have not gained attention. Several NGOs and provinces have independently produced hazard and risk maps (even if they are not related to drought directly) and there is a wide variation in the quality of the risk assessments done and how these assessments are used for decision making. There is a need to take the stock of these risk assessments, to come up with an integrated and uniform approach that addresses the fragmentation and quality issues to bring comparability and use for decision purposes. Major drought risk reduction initiatives, as in the case of ADB-GMS Flood and Drought Risk Management and Mitigation Project, have been focused on increasing the irrigation facilities with little or no interventions to understand and address underlying drought risk factors including vulnerability and hazard assessments.
