Cities contribute more than 70% of global greenhouse gas emissions; therefore, low-carbon city development needs to be enhanced for achieving the “2 degree Celsius target” of the Paris Agreement and the Sustainable Development Goals (SDGs). Appropriate policies and measures at both national and local levels need to be implemented for mobilizing local resources for inducing paradigm shift and innovation through the collaboration among government entities and local stakeholders.

The knowledge and experiences for low-carbon city development have been accumulated in Japan since the adoption of Kyoto Protocol in 1998. This book summarizes the historical development of climate change policy and measures as well as the approaches taken by local governments for the low-carbon city development in Japan.

This book was used as a supplementary reader for the Training Workshop on Climate Change Strategies for Local Government held in Osaka, Japan from 27 Nov. until 1. Dec. 2017 under the sponsorship of the Ministry of the Environment, Japan (MOEJ).
