摘要 | Carbon dioxide (CO2), which is considered as a primary driver of climate change, is responsible for slightly more than half of the total current warming impact from human-caused emissions (EESI, 2013). Emitted CO2 remain in the atmosphere for hundreds of years, creating warming effect even the new CO2 level reduce to zero. Therefore, the strategies to reduce to CO2 is vital but mitigation efforts solely focus on CO2 will not slow the climate change in the next few decades. So, to address critical need to slow the rate of climate change, the strategies should focus on reduction go short-lived climate pollutants (SLCPs), which are responsible for the half of global warming not caused by CO2 and have atmospheric lifetime of less than 20 years(EESI, 2013). SLCPs include black carbon, methane, tropospheric ozone, and hydrofluorocarbons (HFCs) but SLCPs emitted from the Municipal solid waste are black carbon and methane. These SLCPs are generated throughout the municipal solid waste management process from source of generation till the final disposal. Landfills are the third largest source of anthropogenic methane (CH4) emissions which accounts about 11% of estimated global methane emissions (CCAC, 2017). The national and local government units in the Philippines faces a great challenge to reduce SLCP emissions from MSW mostly due to improper waste management, open-burning of bio-waste and increasing amount of waste in open dumpsites. To address this issue DENR has shown its support for coalition through its collaboration in work plan activities in Cebu city as well as collaborating under Strategic National Action Plan (SNAP) initiative. The Climate Change Division has recently developed a Medium Term Plan on short-Lived Climate Pollutants (SCP) Reduction (2016-2021) and will collaborate with coalition under SNAP initiative to develop a National Action Plan for SLCP Reduction in the Philippines. The presentation was made in the workshop in addressing the SLCP emissions from the Municipal Solid Waste (MSW) in the Philippines. The workshop is the part of project by Climate and Clean Air Coalition (CCAC), Institute for Global Environmental Strategies (IGES) and Department of Environment and Natural Resources (DENR) of the Philippines. |
