An Enhanced Transparency Framework (ETF) of the Paris Agreement encourages developing countries to provide information on capacity-building needs. However, by looking into how different countries reported on capacity-building needs under existing reporting arrangement of the UNFCCC, there appear to be rooms for improvements on how countries identify and report the needs. This presentation summarises the overview of existing and possible arrangements under the ETF for reporting capacity-building needs; presents the desk-review results of submitted national reports; and introduces a possible method for identifying needs with an example of national GHG inventories.
